Educator Development

The OUESD Educator Development Department leads a comprehensive, forward-thinking system of educator preparation grounded in job-embedded learning, reflection, and equity. Our mission is to provide individualized mentorship, coaching, and continuous professional development for teachers, administrators, counselors, and school leaders—ensuring they meet the highest standards of practice while creating inclusive, student-centered learning environments. Through strong partnerships with institutions such as Teachers College of San Joaquin (TCSJ) and UMass Global, we offer multiple pathways into the profession, including Teacher Residency, Counselor Residency, Teacher Intern, and Induction programs, while also building apprenticeship models that sustain long-term growth and leadership.

Guided by a vision of a diverse and highly skilled educator workforce, OUESD is committed to cultivating educators who are reflective, data-informed, and deeply responsive to the needs of all students. Our programs align with California’s professional standards (CSTP and CPSEL) and emphasize culturally responsive practice, support for English learners and students with disabilities, and equity-driven instruction and leadership. Rooted in a philosophy of reflection and informed by Elena Aguilar’s coaching framework, our approach centers on continuous growth—first through developing reflective practitioners, and then through data-driven improvement. By integrating mentorship, collaboration, and real-world practice, the Educator Development Department is building a sustainable pipeline of educators who are prepared not only to teach, but to lead, innovate, and create meaningful change for TK–12 students and communities.

Bachelor's Degree

OUESD Educator Development is equally committed to supporting future educators at the very start of their journey—earning a bachelor’s degree. We actively encourage aspiring teachers and school leaders to begin with an affordable, accessible pathway by completing their associate’s degree through Los Medanos College or California Community Colleges Online. From there, candidates can transition seamlessly into bachelor’s programs designed for working adults and aligned to educator pathways, such as California State University Chico’s online Liberal Studies program, Rivet School, or other partner institutions.

To further reduce financial barriers, OUESD offers a Classified Grant Program that can award up to $3,800 to classified staff members pursuing coursework toward becoming a teacher. This investment reflects our strong commitment to “grow-your-own” pathways, supporting those already serving students in our schools to take the next step into certificated roles.

This approach prioritizes flexibility, affordability, and local access while keeping candidates connected to OUESD schools and communities. By intentionally building this early pipeline, we are not only supporting individuals in achieving their educational goals—we are cultivating a future workforce of educators who are rooted in the community, committed to equity, and prepared to continue into credentialing, residency, and leadership pathways within OUESD.

Teaching & Counseling Credentials

OUESD Educator Development provides multiple, flexible pathways for earning a teaching or counseling credential, designed to meet candidates where they are while maintaining a strong focus on quality, equity, and real-world practice. Our Teacher Residency and Counselor Residency programs offer immersive, job-embedded experiences where candidates learn alongside expert mentors while completing their credential coursework through trusted partners such as Teachers College of San Joaquin and UMass Global. These residency models allow candidates to develop their skills in authentic classroom and counseling settings, building confidence and competence from day one.

In addition to residencies, OUESD partners with institutions to offer intern pathways toward a preliminary teaching credential, providing another accessible route for individuals ready to step into the classroom as the teacher of record while continuing their preparation. Across all pathways, candidates benefit from strong mentorship, aligned coursework, and ongoing support grounded in the realities of OUESD schools and students.

Beyond the preliminary credential, OUESD is committed to supporting educators through the full continuum of their development. We currently partner with Far East Contra Costa County Consortium (FECCC) to provide a local option for induction, supporting teachers as they work toward their Professional Clear Credential. At the same time, OUESD is actively developing and applying to host our own local Teacher Induction Program, which will further align support systems, deepen job-embedded coaching, and create a seamless, internally connected pathway from residency or intern status through induction and into long-term career growth within the district.

Together, these programs reflect OUESD’s commitment to building a sustainable, high-quality educator pipeline—one that supports candidates from entry into the profession through advanced certification, while preparing them to lead, innovate, and serve the diverse needs of our students and community.

Master's Degree

OUESD Educator Development extends its commitment to educator growth beyond credentialing by creating accessible, affordable pathways to advanced degrees. Through partnerships with institutions such as National University, Teachers College of San Joaquin, and UMass Global, educators in OUESD are able to pursue master’s degrees at a discounted rate. These partnerships are intentionally designed to reduce financial barriers while ensuring programs remain closely connected to the day-to-day realities of teaching and leadership in our schools.

In addition to affordability, OUESD is focused on coherence—making sure that educators’ learning experiences are meaningful, aligned, and not duplicative. As part of our development of a local Teacher Induction Program, we are intentionally parallel aligning induction requirements with the master’s capstone project at UMass Global. This means that through a single, well-designed action research cycle of inquiry, teachers can simultaneously meet induction requirements for their Clear Credential while also completing their master’s capstone project.

This streamlined approach honors educators’ time and effort, allowing them to engage in deep, purposeful work that directly impacts their students and classrooms—without adding unnecessary workload. It reflects OUESD’s broader philosophy: when systems are thoughtfully designed, one powerful learning experience can drive multiple meaningful outcomes for both educators and the students they serve.

Administrative Credentials

For those pursuing administrative credentials, OUESD supports multiple pathways into leadership through strong regional and university partnerships. Aspiring administrators can enroll in partner programs such as the Santa Clara County Office of Education (SCCOE) PASC program, the Contra Costa County Office of Education PASC program, or university-based options through UMass Global and National University. These programs provide the foundation for earning a Preliminary Administrative Services Credential while developing the leadership skills needed to effectively support schools and systems.

Following the preliminary credential, the majority of OUESD administrators currently complete their induction through the Contra Costa County Office of Education Administrative Induction Program, benefiting from structured coaching, mentorship, and support aligned to the California Professional Standards for Educational Leaders (CPSEL).

At the same time, OUESD is in the process of applying to host its own local Administrator Induction Program. This next step reflects our commitment to building a cohesive, job-embedded leadership pipeline—one that deepens alignment between preparation and practice while cultivating leaders who are rooted in OUESD’s vision, values, and community, and who are equipped to lead with clarity, equity, and impact.

OUESD Teacher and Administrator Induction Programs

OUESD Educator Development is actively designing both a local Teacher Induction Program and an Administrator Induction Program as part of our commitment to creating a seamless, internally aligned educator pipeline. These programs are currently in the development phase with the California Commission on Teacher Credentialing (CTC) and are not yet available for candidate enrollment.

The OUESD Teacher Induction Program is being designed as a two-year, job-embedded experience aligned to the California Standards for the Teaching Profession (CSTP). It will focus on individualized coaching, reflective practice, and classroom-based inquiry cycles that directly connect to student outcomes. Similarly, the OUESD Administrator Induction Program will align to the California Professional Standards for Educational Leaders (CPSEL), providing new administrators with mentorship, coaching, and data-driven reflection to strengthen their leadership practice and impact on school communities.

Both programs are grounded in OUESD’s philosophy of meaningful, non-duplicative professional learning. As part of this approach, the Teacher Induction Program is being intentionally designed to align with master’s-level work—allowing candidates, when applicable, to connect their induction inquiry cycles with graduate-level capstone projects.
